Start in the fall of senior year. Many national scholarships close between October and January, and many local and community scholarships close between January and April. The list below is sorted by deadline so the soonest are first.

Usually, yes. Community foundation and local scholarships get far fewer applicants than national ones, so your odds per application are better. Many are limited to students from one county, city or school district; each listing's eligibility says which.
